INDUSTRY NEWS 44 Law Enforcement Technology November 2014 www.officer.com Report indicates increase of active-shooter incidents The FBI released a study of 160 active- shooter incidents that took place in the US between 2000 and 2013. The primary purpose of the study was to provide law enforcement partners—normally the frst responders on the scene of these dangerous and fast-moving events—with data that will help them to better prepare for and respond to these incidents, saving more lives and keeping themselves safer in the process. The frst seven years of the study show an average of 6.4 incidents annually, while the last seven years show 16.4 incidents annually. These incidents resulted in a total of 1,043 casualties (486 killed, 557 wounded—excluding the shooters). All but six of the 160 incidents involved male shooters (and only two involved more than one shooter). To download the full report go to www.fbi.gov. Mortality in local jails and prisons data released The Bureau of Justice Statistics recently presented national and state-level data on the number of inmate deaths that occurred in local jails and state prisons, the distribution of deaths across jails, and the aggregate count of deaths in federal prisons. The report presents annual counts and 13-year trends between 2000 and 2012 in deaths in custody. It provides mortality rates per 100,000 inmates in custody in jail or prison; details cause of death, including deaths attributed to illness, homicide, suicide, intoxication, and accidental injury; describes decedents' characteristics, including age, sex, race or Hispanic origin, legal status, and time served; and specifes the state where the deaths occurred. Data are from the Bureau of Justice Statistics' Deaths in Custody Reporting Program, initi- ated in 2000 under the Death in Custody Reporting Act of 2000 (P.L. 106-297). Study seeks to quantify ofcers' body heat to better improve body armor Offcers from the Baton Rouge Police Department participated in a National Institute of Justice-funded study on how wearing body armor increases core body temperature. Participants took an ingestible thermometer pill, which has a sensor and a data recorder that provides information to researchers. The thermometer eventually passes from the offcer's body. After the study is completed the data will be given to the NIJ, who can then work with body manufactures to create lighter, cooler and more comfortable body vests. Justice Department awards $17.6 million to support sex ofender registration, intervention and treatment The Offce of Justice Programs has announced more than $17 million in Fiscal Year 2014 grant assistance for states, territories, tribal governments and other entities to use to implement, enhance and maintain sex offender programming throughout the U.S. The grants, administered by OJP's Offce of Sex Offender Sentencing, Monitoring, Apprehending, Registering and Tracking (SMART), provide funding for the implementation of the Sex Offender Registration and Notifcation Act (SORNA), the development of a campus sexual assault perpetrator treatment program, continued support for sex offender management fellows and the SORNA Tribal Training and Technical Assistance Program. They also support partnerships between the SMART Offce and the National Institute of Justice and the Offce of Juvenile Justice and Delinquency Prevention, as well as the Dru Sjodin National Sex Offender Public website. Of the $17 million awarded, nearly $13 million will be used to develop or enhance sex offender registration programs, improve law enforcement and other justice agency information sharing as it relates to sex offender registration and notifcation, and implement other efforts aimed at furthering the objectives of SORNA.
