The Cybersecurity Workforce: States' Needs and Opportunities examines factors to consider when creating a comprehen- sive state strategy to improve cybersecu- rity. Cyber threats arise from a large and increasing number of adversaries seeking to threaten communications networks and systems; databases containing sensitive and private information; fnancial, payment and tax systems; and other critical cyber infrastructure. The most direct challenge governors face is making sure that their states' systems are cyber secure. Hiring new employees, training or retraining current employees and contracting out for cyber- security services are three ways that states can meet their needs. States are well advised to have a core of employees with cybersecurity expertise who are capable of assessing the state's specifc needs and making decisions about what aspects and how much of a state's cybersecurity will be provided by state employees, and what aspects of it are more cost effective to contract out. Under any strategy, a state will need a cyber workforce with a wide array of skills. To ensure a robust workforce, governors should develop a strategic understanding of their state's cybersecurity risk profle, including current threat environment, and ensure that their existing workforce has the requisite skills to protect and defend state networks and critical infrastructure. In the longer-term, that could require aligning state education and workforce programs to support training of cybersecurity workers. To learn more visit www.nga.org. Study analyzes weapon use among hospital security Given an increase in violence in the hospital setting and continued attention to hospital security programs, there is a need to examine current hospital safety and secu- rity practices. Funded by the International Healthcare Security and Safety Foundation (IHSSF) and investigated by Duke University Medical Center, a recent survey evaluated how violence, security and their relationship can prevent and mitigate events of hospital violence, including the use of weapons by security personnel. According to the Occupational Safety and Health Administration (OSHA), workplace violence (WPV) is a recog- nized hazard in the healthcare industry. WPV ranges from threats and verbal abuse to physical assaults and even homicide. In 2010, the Bureau of Labor Statistics (BLS) data reported healthcare and social assistance workers were the victims of approximately 11,370 assaults by persons; a greater than 13 percent increase over the number of such assaults reported in 2009. Almost 19 percent (i.e., 2,130) of these assaults occurred in nursing and residential care facilities alone. Unfortunately, many more incidents go unreported. The study examined the carrying and use of weapons among security personnel working in the hospital setting, including the assessment of how weapons used in hospital violent events INDUSTRY NEWS 72 Law Enforcement Technology December 2014 www.officer.com
